Brainard's speech the last word on next Fed move?

In the final speech by Federal Open Markets Committee (FOMC) members before the September 20-21 FOMC policy meeting, Fed Governor Lael Brainard urged “prudence” in raising rates. We now enter the traditional blackout period when no more public comment is made by FOMC members. What’s the likelihood then that rates will rise this next week?
