Can Japan get out of its deflationary spiral? (Premium)

The economic position of Japan in raising its interest rates and getting out of nearly 20 years of deflation is not going well. Can anything be done at this point, or does Japan (and by extension the rest of the world) need to accept deflation as the new normal? Europe seems to be heading towards the same trajectory.
