The CFTC proposal on Federal Reserve banks holding CCP client deposits

The CFTC has issued a minor proposal and request for comment that Federal Reserve banks be exempted from certain provisions of the Commodities Exchange Act and hold segregated client assets. While simple on the face of it, the proposal is a front line in an enormous argument about the role of Central Banks vs. commercial banks in commercial transactions.
