Which are less expensive for banks, cleared or non-cleared derivatives trades?

A new paper from the US Office of Financial Research (OFR) has re-opened the debate about whether cleared or non-cleared OTC derivatives will be less expensive for bank balance sheets. We had thought this matter closed, with cleared trades being decidedly cheaper. However, the authors of “Does OTC Derivatives Reform Incentivize Central Clearing?” have a data-driven counter argument.
