Should governments protect investors or should investors be left to deal with the consequences of their risky actions? A recent paper on the Federal Reserve’s Standing Repo Facility proposes greater access for market participants. We contend that this is unwise: governments that overly protect their investors preserve attitudes that themselves generate financial instability in both the short and long run.
