A FISL idea: more beneficial owner seclending decisions by the trading desk, not the Board

Securities lending at beneficial owners is often weighed down by legacy practices, including that Boards are responsible for a variety of small and large policy decisions. But let’s suppose that trading desk managers were responsible for all decisions including agent lender hiring after a Board approves participation in lending. What could be the impact on individual programs and the broader market?
