Operational risk is a new factor expected to create charges for securities finance, according to speakers at an RMA panel on the US Basel III Endgame Notice of Proposed Rulemaking (NPR) last week. Historically, operational risk has not been considered as an exposure that would create a balance sheet cost. That could change if the NPR is approved as it stands, and could cost banks up to $1 trillion, according to a new analysis.
