Are primary dealers capacity constrained, and should asset managers become primary dealers too?

This article is free with registration. An article in Bloomberg last week cited concern about primary dealer capacity along with a suggestion by PIMCO that asset managers be allowed to become primary dealers. This warrants a critical response: are there capacity issues in the primary dealer system and would it make sense for asset managers to join?
