Should HQLA and IM be exempted from the Leverage Ratio?

Continuing the conversation on loosening the reins of Basel III, Risk Magazine asked this week whether HQLA should be included in the Leverage Ratio. It’s a good question, and similar to whether Initial Margin for non-cleared derivatives or Additional Tier 1 Capital bonds should also be included or excluded. Where is this idea heading?
