Why isn't Basel III being implemented globally? Its regulatory arbitrage at its finest (or worst)

The Basel Committee on Banking Supervision (BCBS) issued a recent report to the G20 on progress in implementing Basel III globally. While substantial progress has in fact been achieved, the hoped for goal of a level playing field has not yet been realized, and may never be. Why can’t a consistent regulatory regime be achieved?
