Will a Fed taper help with the collateral shortage?

Cash investors are telling us that their biggest problem in today’s repo markets is a lack of inventory. They would be more than happy to take more repo from banks but the offers aren’t there, leading to the over $1 trillion now in the Fed’s Reverse Repo Facility. Will the Fed’s plans to taper off asset purchases help relieve this problem?
