Should bond holders care if financing trades are made as securities loans or repo?

In interviews for our 2021 survey of asset managers in securities lending, we’ve again come across firms that are engaged in a small amount of securities lending but a lot of repo to satisfy the same purpose. Is there a broader argument to be made that repo is a better platform for lending bonds than securities lending programs?
